Dr. Gosine - Ramgoolam is the immediate past Consul General of the Republic of Trinidad and Tobago in New York. Prior to her posting, Dr. Gosine - Ramgoolam was former Minister of Public Administration in the Government of the Republic of Trinidad and Tobago and prior to her ministerial portfolio, was lecturer and consultant at the Arthur Lok Jack Graduate School of Business as well as Director of academic studies for five years.
At the Graduate School, she taught various courses in Human Resource Management in the Executive Master in Business Administration (EMBA); the International Master in Business Administration (IMBA) and the MSc. in Human Resource Management (MHRM). She was also a part-time lecturer at the University of the West Indies, St. Augustine where she taught in the MSc. Programme in Public Sector Management and Early Childhood Care and Education as well as in the Bachelor’s in Education programme.
Academic courses taught included Strategic Human Resource Management, Strategic Human Resource Planning, Compensation Management, Organisational Development, Performance Management, Training and Development, Employee Counselling while personal and professional development courses taught include Negotiation and Problem Solving, Decision making, Team Building, Communication, Policy Formulation, HRM Industrial Relations and the Law, Leadership, Effective Supervision, Recruitment and Selection among others.
Dr. Gosine - Ramgoolam has worked for over thirty seven years in the Public Service of Trinidad and Tobago in the Ministry of Education, the Ministry of Works Infrastructure and Decentralisation and the Ministry of Local Government as a career public officer. At the Ministry of Education she held the positions of teacher at Primary school level; Mathematics teacher at the secondary level, Guidance Officer, First Manager of the Employee Assistance Programme (pilot for the public Service) and Senior Human Resource Officer (first to be appointed in the Public Service).
At the Ministry of Ministry of Works Infrastructure and Decentralisation she headed the Decentralisation Unit with the responsibility of decentralising the system of local government. The Municipal Corporations are the products of her portfolio. Subsequently, she held the position of Director of Planning, Ministry of Local Government
Dr. Gosine - Ramgoolam has served as a Director on many Government Boards, and was a member of numerous Cabinet Appointed Committees including a member of the Cabinet appointed Multi Sectoral Committee on Vision 20/20. She chaired the Committee that articulated Vision 20/20 for Trinidad and Tobago and was chairman for the Committee on Regional Development and Sustainable Communities.
Dr. Gosine - Ramgoolam holds a PhD in Public Policy and Public Administration the University of the West Indies, St. Augustine; an Executive Master in Business Administration (EMBA), an Advanced Post Graduate Degree in Human Resource Management (APGD/HRM), a Bachelor’s Degree (BA) in Social Sciences: Econometrics - Economics and Statistics and Mathematics, a Certificate in Guidance and Counselling and a Cambridge School Certificate Grade 11.
Being a Human Resource Management professional, Dr. Gosine - Ramgoolam has done much consulting work on behalf of the Arthur Lok Jack Graduate School of Business as well as privately for both public and private sector organisations in Trinidad and Tobago and other Caribbean Countries including Jamaica, Dominica, St. Lucia, Guyana, Grenada, Barbados to name a few. She has also done consulting work for the Commonwealth Secretariat, statutory authorities as well as private sector organisations (large, medium and small).
She is currently a part time lecturer at the UWI ROYTEC.
